The Metropolitan Washington Airports Authority voted 11-1 to remove a project labor agreement (PLA) preference policy on Phase 2 of the $2.7 billion Silver Line Metrorail expansion to Dulles International Airport. This vote followed an aggressive 15-month lobbying and educational campaign led by the ABC Virginia Chapter and ABC National. Phase 2's solicitation is expected to be released later this year, pending project approval from Loudoun County, Va., supervisors.
