Small Business Health
Plans/AHPs
From 1957 through 1999, ABC
enjoyed a distinguished history of providing health and
other welfare benefits to contractor members and their
employees throughout the United States. In 1999, ABC's
insurance carrier announced that they no longer could stay
in the business of providing association group insurance
because of the complexity and inconsistency of state laws.
ABC strongly supports extending ERISA preemption currently
available for larger, self-insured corporate plans and
Taft-Hartley union plans, to bona fide associations and
professional societies for small businesses in the fully
insured market through Association Health Plans.
